WASHINGTON, Jan. 31 — The United States Government has decided to sell an additional $40,000,000 worth of surplus grain to Poland. This will raise to $101,800,000 the total value of United States surplus products sold to Poland since last June.

Mikoyan Tells Cubans of Soviet Deterrent Power
HAVANA, Feb. 1 — Anastas I. Mikoyan, a Soviet First Deputy Premier, told the Cuban people today that the Soviet Union’s power had put it in a position to demand world peace. “Those who threaten war now know that we have sent a rocket to the moon,” he said, “and that we can send it with the same precision to any part of the world. But we threaten no one.”

MOSCOW, Feb. 7 — Dr. Igor V. Kurchatov, Soviet physicist who helped to develop the Soviet Union’s atomic bomb, died today at the age of 57. The cause of death was given as “paralysis of the heart.”

GENEVA, Feb. 12 — The Soviet Union charged today that there was a Western “conspiracy” to undermine the negotiations on a nuclear treaty and to resume testing of nuclear weapons. Semyon K. Tsarapkin, Soviet delegate to the three-power talks here seeking a treaty, said that the West’s new plan for a limited accord that might lead to a full prohibition of tests was an outgrowth of the conspiracy.
