HUMPHREY VOWS HALT IN BOMBING IF HANOI REACTS

SALT LAKE CITY, Sept. 30 — Vice President Humphrey pledged tonight to stop the bombing of North Vietnam if elected President — but only if Hanoi gave some sign of being willing to begin serious peace talks.
